Since the events of April in the Kyrgyz Republic the Russian Federation has provided to it financial aid in the amount of 20 million USD on a gratuitous basis. The terms of lending another 30 million USD in the form of a preferential credit are being currently discussed.

It gives me great pleasure to welcome you to the St Petersburg International Economic Forum. Of course we are very happy to see the upsurge in interest in our forum this year. The reasons for this are clear and it is probably not by chance that this is happening. I recall that last year, when I exchanged views with my colleagues, presidents and prime ministers of other countries, and with company executives, the mood was somewhat subdued, but today, although we still face problems, we do see an improvement in the general mood.

ROBERT THOMSON: Mr President, thank you very much for taking your time for our interview. As regards your plans to visit the United States, what do you want to achieve during this visit? Secondly, what, in your opinion, has changed in particular in the relations with the new President?

PRESIDENT OF RUSSIA DMITRY MEDVEDEV:What do I want to achieve during the visit to the United States of America? I would like to continue our communication with President Obama. I would like to consolidate those positive trends which have emerged in the Russia-US dialogue. It is no secret that even several years ago the dialogue degraded practically to a very low level, and we barely escaped the Cold War. That was a very sad situation, which, in my view, had a negative impact on both the Americans and Russians. Recently we have managed to restore full-fledged relations and achieved a number of quite concrete results, suffice it to mention our concurrent efforts to resolve international problems: the signing of the START-III Treaty, our projects, which we are now trying to implement, and a number of other points on which we have reached a better understanding.

PRESIDENT OF RUSSIA DMITRY MEDVEDEV: Ladies and gentlemen,

I am truly happy to receive here in Moscow the President of Brazil, Mr Lula da Silva. We had, as we usually do, full-fledged negotiations.

I'm sincerely happy that we are holding talks today with Brazilian President, Mr Lula da Silva. Our discussions show that, on almost all issues, we are moving forward, not to mention the foreign policy dimension, where our countries hold very similar positions on international developments, on what to do in various crisis situations.

I would like to note that our meeting is taking place almost immediately after the recent celebrations in Russia marking the 65th anniversary of Victory. Brazil was the only country in Latin America whose soldiers were on the battlefield participating in the defeat of Nazism in Europe. And paying tribute to all those who fought on WWII frontlines, we adopted today a joint declaration. This is actually very important; it unites us, and this indicates that we are ready to continue fighting for justice on our planet.

This visit is truly historic. Several times today, we mentioned Nikita Khrushchev and finally agreed that according to the USSR laws he was not the head of state, so he was not here on a state visit.
Therefore in the entire history of our relations this is probably the first state visit of a Russian leader, and I am pleased to make it. It is truly important for our relationship.

I want to say a few words about our conversation. Of course, I am speaking in the presence of Mr Medvedev and then he will speak. I think that we have very similar views on major issues.

Iran. President Medvedev has told me that he is ready to discuss the issue of sanctions provided, of course, that these sanctions do not result in a humanitarian catastrophe.

On the issue of a Middle East settlement, Russia and France will work together. We are convinced that doing nothing will result in disaster.

Regarding the G20, as you know France will take the chair, as in the G8 at the end of this year. Together with Mr Medvedev we will put forward an initiative on how to establish a new framework for a financial and monetary system.

Question: Good afternoon, Sergey Viktorovich, thank you for your time. In 2009 we’ve seen a number of major changes in the Russian-US relations. The missile defense program in Europe has been halted, and we are expecting a new START treaty any time soon. If we continue working at the same pace, what’s going to happen in a year? Which issues are on the agenda of the Russian-US relations in 2010?

Sergey Lavrov: I believe this year is characterized not only by the changes that have taken place within the U.S. leadership, although they do represent some of important events of the outgoing year, primarily in what it concerns the conceptual statements made by President Obama about the need to work on the collective basis and about the fact that no single country today can dictate its will to others… We have welcomed this position and we are working to have precisely the equitable approach assert itself in bilateral Russian-U.S. relations. We are succeeding in doing this; at least the atmosphere that we have in the dialogue with America is totally different by comparison with what it was under the previous administration.
